Edwin Edward’s second term as governor of Louisiana was marred by the downturn in the state economy. A special session was being assembled to do two things: cut the budget and raise taxes, with the promise of pay raises for teachers and other civil service workers. Surprisingly, no elected official cared to be a party to it because they knew, as did the public, that the only raise teachers would see would be in their blood pressure after the session was over.
